Shaanxi Provincial Department of Commerce is one of the major departments of the Shaanxi Provincial People's Government, which consists of 25 divisions and five affiliated units..

The main duties of the Department are: to implement the strategies and policies of the national domestic and foreign trade and international economic cooperation; to draft the regulations and policies for the province's internal and external trade, investment promotion, overseas investment, foreign economic cooperation and free trade zones; to foster the development of urban and rural areas, promote the utilization of credit in business sector.

The Department also carries out the daily work of the Shaanxi Free Trade Zone working group and duties of the Provincial Office of Port Management which implements the relevant national port policies.
